First stop stop and think this over, Don't be offering to pay air tickets or anything else.
Do not send money for anything. you could and may get scammed.
If this is serious you need to deal directly with the state department not yahoo answers people. we do not know all the rules and regulations.
visa's i do know right now take a long long time to get,'
this does not happen fast . You can also expect that the person wishing to come will be checked out.
you can go to the state department web site and find most information that would be valid.
In fact that person needs to apply him or herself not you.
They must go to an embassy and get the necessary paperwork.
I believe that they also will have a personal invitation from you and they will need to prove financial ability to take care of themselves and pay for a visa that will probably be around $300.00 or so. not sure of that as they keep changing things.
good luck but go slow with this..I can speak from experience, supid experience that is and got stung!!!

It is very difficult for Iraqi citizens to qualify for tourist visas, since the presumption in most cases is that they won't want to go home again. The US embassy in Baghdad does not even accept tourist visa applications: most Iraqis apply in Amman. Here is how:

yes, maybe or not! its depend on her financial status! she have to take as many proof she can have including her financial ability to sustain herself in USA during her visit and to prove beyond doubt that she intent to just visit and do not intend to over stay or stay in US for good after her visa expires. She also may need to show bank statements, pay stubs, etc. to assure them that she's a responsible person and will not stay in US illegally...
for more info tell her to contact the nearest US embassy in her area.
