Attacking before your enemy is about to attack. How would you know that an attack is impending? Good question. Did you know the Pentagon has drawn up scenarios for pre-emptive strikes? Well they have....anyway, sleep tight.

Using the media to change the public opinion to
something more favorable to your desires. Blackmail, fire, remove any politician that disagrees with your plans.

Attacking anyone who has the capability of attacking you.
Or, as in the case of Iraq, attacking a country that has no capability of attacking you.
