You'd be surprised, babies and toddlers get very warm while they're sleeping - they also sleep better if they're not sweltering hot. If you get them some nice fleece pajamas, and put a onesie on underneath them, they'll be plenty warm, even if they kick off the blankets. Don't turn the heat up much past 68, its really unhealthy for them, especially if they have runny noses.

Buy warm jammies and if you are really worried you can buy bunting bags etc to go over the jammies that don't come off.
Honestly though many kids overheat in their sleep that is why they kick off blankets.
If you are using extra layers for the first time check after a few hours, if they are sweating they are way too hot.

With some kids it's an impossible task to keep those blankets on, so I always opted for blanket sleepers. They are thick one piece fleece sleepers with feet attached. They can be worn alone or over a t-shirt. You should be able to find those in most any store that sells infant/toddler clothes.

well, the only way to be sure that they'll be warm during the night, is to dress them warmly. so, you will know that even if they kick the covers off, they'll be warm. i do that with my 20 month old daughter. have them wear another shirt under their pj's or go to the store and buy some othe pj's that are thicker.

find a blanket that has some kind of something they like like batman, superman or something and they might just keep the blankets on, also you could just tuck the covers under the bed all but one side so they have to craw out to get out of the covers like you would a newborn. in the hospital kinda. also your could just get the sleepers that are really heavy it helps also.

a great thing i did with my kids was to put them in light pj's and then have them wear a blanket sleeper (some people call them trundle bundles or feetie pajamas) over them. This way they would stay warm all night and would stay asleep.

I'm not sure quite how to keep them on. You gotta be careful with young children (I'd be more worried about the 20 month old) because of SIDS (Sudden Infant Death Syndrome)danger. Check out this website for things to avoid. It can kill your baby.

All babies do this. Just use a onesie underneath and footie jammies, they will be totally fine. Just make sure the room temp is reasonable, set the thermostat to 70

Use a sleep sack. They come in different fabric weights, from light cotton to thick fleece. The sleep sack goes over their normal pj's and zips up to their chins and cannot be kicked off.
You can find them at Babies R Us or any baby store.
