Sometimes the bands are not traceable. First, try with any societies that are for the type of bird. Then try the big band compaines. These are for closed banded birds.
Open banded birds are sometimes fish and game or from quarantine procedures.
Normally there will be initials for either the society or breeder, an ID number and then running perpendicular to the other writing there will be a two digit hatch date.
Tips on finding the owner:
Advertise in all newspapers in about a 50-100 mile radius from where you live. Most papers will run found ads for free. Do not use a full description of the bird. Say that it is banded, but do not publish the band number.
For example:
Found adult male gray cockatiel on mm/dd/yy near _______. He is banded. Please call xxx-xxx-xxxx to identify.
Also notify vetrinarians and pet stores in your area with the same style of description. If the owner is looking for the bird they should check there too.
There are also websites that you can post the same style of ad. If you don't think that the bird belongs to a person replying to the ad, ask for a photo or the band number. Keep trying to find the owner, but in the meantime, take good care of the birdie. If you are not able to, there should be rescues or a shelter in your area that can take it for you.

i found a pigeon a live one last year and looked on the net for racing pigeon clubs you don't say what type if its a wild bird or a bird of pray dead or alive or if your in the UK try the rspb they may be able to help or ring the vet the receptionist may know

We had the same thing happen. We called the RSPCA who
advised us how to take care of it overnight They came next
morning gave it a good check over and assured us they would trace the owner from its band straight away.

You could try the local vets or pet stores that sell birds they may knew who the breeder is and but you in touch with them . Who in turn may give you the retail stores name who may get in touch with the owner for you who may get in touch with you.
