a TY beanie baby.

Dogs bred to be teeny tiny often die at young ages from being stepped on or genetic deformations. Chihuahuas are the smallest breed of dog. They are small enough no need to have a dog just to say you can stuff it in a teacup.

Depends on what characteristics you like in a dog. There are many small breeds that have different personalities, hair types, grooming needs etc. Here are some breeds you can look up and see which ones you like:
Available in small sizes depending on breeder:
Papillon, Chihuahua, Rat Terrier, Miniature Pinschers, Miniature Dachshunds, Poodles, Maltese, Yorkshire Terriers, Shih-Tzu, and I am sure there are more but can't think of them now. Things to consider: Grooming needs, common health issues, health of parents
What supplies will you need? Tiny dogs have tiny bladders, some people use litter boxes for dogs in case they need to go when it's bad weather or if the owner is away for hours.

All small dogs are yappy.
I have had yorkie, silkie, dachund, pekingnese, and mutts in my lifetime.
No animal is good in an apt and very few
small dogs are not hyper-but if I had another
animal in my house, I think it would be a
dachund. they are the most mellow but fun
that I have owned

if you really want something that small... get a cat! it doesn't bark and you don't have to let it outside to "do its job." they clean themselves! what could be better than that?
