Im selling a 1992 Honda civc, it doesnt run and is not yet registered. Does it require smog certificate if i sell it to another person?

It cant pass smog since it has a dead engine.

You should include this information on the bill of sale....CA DMV also has this option in the form you use to transfer the title. The new owner will be tasked with providing proof that the car pased smog before they will even register the car.

SO ultimately it is not necessary..just make sur eyou review the title transfer paperwork closely.

Smogging the vehicle becomes the responsibility of the buyer. He may transfer title of the vehicle to him and register it under a certificate of non-operation until such time as he gets the vehicle Running. A smog certificate is then required to operate the vehicle on a public highway.

sell it as a parts vehicle, note it on the bill of sale that the car has a dead engine
