assuming the police car, fire truck, and ambulence didn't hav their sirens on (which you didn't specify) the vehicle that arrives at the intersection first would have the right of way and turn first

The correct way is to let the person on left go first until it gets back to you, then you wave on the person to your left. Then the one on his left goes etc. It's all in who starts the waving on!
