It's whatever you want it to mean. I consider someone with 1 tat "tatted up". But I think someone with alot of them (visible or not) to be TATTED UP. Lol

Urban Dictionary says "tatted" is getting a tattoo.

I think that is a silly phrase and I never want to hear it again.
I personally hate the word "Tatt" or "tat" tattoo is 2 syllables long, its not hard to say, so just say the whole damn word.

as for the question, it would be a personal call...

i don't think i have ever uttered the phrase "tatted up" i actually never even say "tatt" but i guess it would depend on the individual saying it. it could mean someone with one tattoo or 100 or any number in between. what do YOU think "tatted up" means?

first off tatted up is a phrase we use in Indiana it is a positive thing to me, usually people with sleeves are lumped in this category, along with anyone that has a lot of visable tattoos.

to be considered tatted up, you must have; covered back; sleeves; or multiple tattoos that cover a large portion of your body

I would say once they have a handful of visible tattoos - enough to draw attention from passersby
