just do a slight correction with the lead when every he barks. you do not have to jerk the lead hard, just enough to get his attention and then tell him an authoritative no. You do not need to yell. Please do not get angry with him or hurt him. You can teach him with kindness and consistency. He is just a puppy and just like housebreaking, he has to figure out what exactly it is that you want. Expose him to as many people as you can so he knows that other people are just as great as you are. I don't think you can muzzle a Pug, they don't have much of a snout. Shock collar sounds like something you might want for an older dog not such a young one all though personally I would never use one.

ok i now of a way that won't harm your dog but it takes time a patients ok when walking your pug give it a treat every time it don't bark and when it barks tell it no and don't give it a treat and eventually it will learn that when it's good it gets a treat and when its bad it just gets in trouble but barking at strangers is very common with small dogs. good luck

This may sound harsh but try a shock collar. It can be set to a tone(instead of socking) that will get his/her attention. They are kind of expensive but I have heard this is very effective.
