If you have a Windows XP Pro installation CD, you can extract it from there using tools such as MagicISO or Alcohol120%. Otherwise, you cannot obtain it legally.

Windows XP Pro is not free software, and you will need to buy a copy of it if you do not have one already. Once you get your hands on a Windows XP Pro CD, you can then extract the ISO from it.
