Photoshop creats edits, generates, optimizes, etc: all sorts of things, whereas Elements, only works with photographs, in touching up, putting borders in, cropping etc: about what you'd find in a free program...Photoshop is better...(you'd want it to be for the price diff)

Photoshop is for editing photos, although people use it for drawing things as well.

Photoshop Elements is a cheap version of Photoshop with some features taken out.
