For the same reason that they are called buildings when they are already built. Or why can you wear a pair of pants but not a pair of shirts? Why do we drive on a parkway and park in a driveway? Why are they called apartments when they are all together? Why is Phonetic not spelled phonetically? Why is the word abbreviation so long? English is such a crazy language, that's why.
