Which format gives the highest video quality, the size of the file is not an issue...?

XviD is the best; like DivX, it is an implementation of MPEG-4, but it's completely free and probably more up-to-date that DivX. SVCD uses the older MPEG-2 standard, which is lower quality (the same as used by DVD video but a lower bitrate).
