Don't be offended.
If you can't afford lunch AT ALL, don't go. Or at least order something cheap. Hey, with all those anorexic star-types, you can just say you're on some kind of new diet. One where you only eat breadsticks and drink water.
The person INVITED YOU. As in, made the plans? As in, KNEW you were going to have to pay for lunch?
If you all went to lunch, paid for your own meals, and then that person said he/she couldn't afford it...well, that just sounds idiotic.
Don't be offended. This person is acting like a horse's a ss. Whatever you're arguing about, make sure the person stays on topic and doesn't come up with totally ridiculous justifications like that.
And please don't take this dolt too seriously. Please. What a stupid point! That doesn't belong in an argument! It sounds like some kind of rejected scene from a Jane Austen comedy of manners.
And you're getting offended over something totally ridiculous. Get some perspective! You know this is a totally stupid thing for the person to say! I mean, you can be irked that you have such a lame opponent in an argument, but don't be offended.
Save your outrage for a real offense.

If it was understood that everyone paid for their own meals, especially if they did the inviting, then they can't turn it around and blame you. They should've either had a meal that they COULD afford or not eaten at all. Or been woman enough (cuz i'm sure it's a woman!) to say they can't afford that place and if you would mind going somewhere less expensive. You should put them in their place: you don't deserve any flack.

Don't take it personal. Just let the person know next time if they want to go out with you they can pick the place -- and low-cost is okay. There are some really good diners out there. Compromise. They don't mean to offend you. Maybe they're not making as much money as you just now.
