you can take them outside to a park if there is one near by and the weather is nice.
bubbles are great indoors and out
sidewalk chalk used for coloring on paperbags or outside (at 13mo and 20mo they should scribble)
you can teach letters by getting a coloring book of letters run off coppies for each child and let them color one a day. the younger ones might not understand, but it gives a good foundation.
playdough, or home made clay just make sure they don't eat it and keep it in an area where it won't be smashed into carpet or fabric.

at the young age you are descibing they mainly paralell play vs playing together and sharing. so when you do activities you want to make sure that there are plenty of things to go around (crayons, markers, chalk, bubbules etc.) GOOD LUCK, and have fun.

Water play! Think of safe kitchen gadgets or plastic containers that they can use to pour, spill. Indoors they can get in the tub or outside in a little pool but you will need to be sitting right there, at the side of the tub at all times.

For an extra special day, let them "paint" the sides of the tub with chocolate pudding. You can call it finger paint but if they eat it, it won't harm them. Then, when they are done, it all washes right down the drain!

Best wishes

Shaving cream, sand, water, rice play, flour play, oatmeal, styrofoam. All of this should be monitored yet those are some issues that I relatively have finished with the little ones. you're able to do them interior or outdoors.

If you feel comfortable with all of them take them to the park. Or just let them play in the backyard.
Inside you can color, play with play dough, blocks are always good, lots of books.

get a gallon of bubbles and have fun! Let the older kids blow the bubbles while the younger ones chase and pop them.
