no, dehydration would not cause this. it may be an infection or the side effects of some medication. I have never heard of this and I have worked in healthcare for 6 years.

The tongue has many relationships and connections in the body, both to the meridians and the internal organs. It is therefore very useful and important during inspection for confirming TCM diagnosis. It can present strong visual indicators of a person's overall harmony or disharmony.
The tongue has a special relationship with the Heart, in that the Heart opens to the tongue. The tongue is said to be an "offshoot" of the Heart, or "flowers" into the Heart.
The normal tongue in Traditional Chinese Medicine has a light red or pinkish body with a thin white coating
A green tongue body usually indicates Excess Yin Cold or the presence of a strong Excess evil with weak Zheng Qi. The Yang is not properly moving Blood and Fluids and there is Stagnation in the body.
Internal Wind may also present with a green tongue body.
Outer side of eye area going green may be due to some thing hitting that part of the body or insufficient blood supply or some compression of tissues in that area.
I do not think dehydration can cause any such effect.

No, not dehydration, most discoloration of the tongue is caused by either hormone of vitamin inbalance, and is your bodies way of telling you that somethings wrong. If your tongue is a yellow/greenish color, then you have an imbalance, and should either consult your GP or a homeopathic kinesiologist for a proper diagnosis. Hope this helps =].
In addition, your eye discoloration could be due to taking any of the following drugs:
Alferon N
Imitrex
Inerferon Alfa
Infergen
Intron A
Olanzapine
PegIntron
Requip
Roferon-A
Ropinirole
Vesanoid
Zyprexa
Zyprexa Zydis
And again, homeopathis or herbal rememdies can help to resolve any discomfort with concern to this.
And for future reference, a dehydrated tongue is slightly white, towards the back, sometimes with a yellow tinge.

Maybe Mold? Like Mold Spores getting into your sinus cavities... then spreading to your eyes through your tear ducts. And then spreading to your throat (in the form of sinus drainage) and therefore getting on your tongue?
If not mold... Fungus? Algae? Did you recently clean out a damp basement or go swimming in a stagnant pond?
I have no idea...
