LOL and not using their seatbelt and doing other things while driving and using their lights and siren when not on duty...etc etc.

You can report anyone for anything. What they do with your report.... well, I think you knew the answer before you asked the question.

I know our local departments are supposed to obey the speed limit, use turn signals, etc. However, they are also very busy in their cars, using their laptops to receive dispatch information and listening to the police radio so that they can help us citizens... so I wouldn't worry too much about a turn signal. Hypocritical of them? yes... but also understandable.

To bypass the whole "no one would care if you complained" problem:

What I would do is first make sure that it is illegal for them to not signal in your jurisdiction. If it is, then don't just make ONE complaint. Make ONE letter of complaint (anonymously- they are the ones in trouble here, not YOU. You shouldn't have to worry about retaliation of any type), make about 100 copies of it, and mail a copy to various people in the police dept. and in the governing bodies of your city, county, what have you. Maybe even the newspapers. Once the various addressees read the letter, they can't remove it from their memory. Once it's read it's read and you have infiltrated them in a way that you never could conventionally. Easy for you to do.

Cops that break the law know who they are. Letter writing will shame them a bit even if the dept. doesn't punish them. You have to act on their own sense of shame in that they were "caught", though not punished in the sense a civilian would be.

People can't hide from 100 letters of complaint, from one, yes, from 100...nope, that's gonna hurt whether one admits it or not.

Kinda the "you can run but you can't hide" approach to bad cops.

Do you want to take their guns away from them too. How about if your mother needs help one day, we make sure they stop at every stop sign, and every red light, make sure they dont speed, and use their turning signals. How does that sound, and while were at it we will do the same for the ambulance and the fire truck. RIDICULOUS QUESTION!
