Dends on what you're going for.
In small ones will 3x zoom the Sony W-50, W55, W30, W10, Canon SD600, 650, 700, Kodak Z670 These are like $200
In medium size ones with low price the Kodak 653, 701, 733, 875, Canon A550, Fuji A500, Nikon L10, Nikon L6 These are $130 to $200
In medium size ones with big zoon the Canon Z710 $250
In large size large zoom the Kodak 710, 712, 612, Sony H2, Canon S3 $225 to $400
In expensive there is the Nikon D-40 and Canon XT with interchangble lenses. These are entry level professional. $600 to $700
The best value for the money under $200 is the Kodak C875.
The best value for the money under $260 is the Canon A710 or Kodak Z710
The best value under $160 is the C733, C701 bundle C653/633 from Kodak
Best value under $130 is the Kodak C653/633
Best value under $100 is the Fuji A500

the question is, what's the best type for YOU.
I'd argue that the best digital camera is the one you have with you, rather than sitting in a drawer at home.
That's why the compact cameras are so popular these days. they're small, and many have excellent image quality.
don't get a DSLR, which are bigger, heavier and more expensive, unless you really want that capability.
