Yes you can, need a copy of windows.
Download limewire and you can download windows XP or any other operating system.
Just make sure the file is around 600-700MB (no more then 700MB)
Burn it to a blank CD as a bootable cd and you can format your hd and place the pc in and it will boot on its own.

Reformatting refers to your hard drive and basically it wipes it clean.
You need Windows disks of some type to re-install Windows.
No Disks then no Windows !!
Don't reformat untill you have disks and a valid license.
