'Regan speaks japanese fluently' in Japanese i think is 'リガン は 日本語 で ぺらぺら に 使います。 Do you think this is correct? Also do you think i should spell Regan with a 'リ’or a 'レ’and do i write 'perapera' in hiragana or katakana. Looking forawrd to your reply. Thank you

Regan's name sounds like 'REad'. kind of like 'Reegun'.

In my opinion, "Regan wa nihonga ga perapera desu."(Regan is fluent in Japanese. リガンは日本語がペラペラです。) is good enough and covers both "perapera ni tsukaimasu"(use fluently) and "perapera ni hanashimasu"(speak fluently). You can still use both the verbs, but "perapera" is already self-explanatory. Since the name Regan sounds like "Ri-gan", then the kana of リガン is ok.

Spell it Regan like 'red', not like 'read'. Perapera is in katakana. And the whole sentence would be, Regan wa nihongo wo perapera ni hanashimasu. Or simply, Regan wa nihonga ga perapera desu. That'll work, too.
