Over the years, people have used all kinds of combinations including things like chalk. Baking soda is a good substitute in a pinch, but commercial toothpaste offers a lot of advantages like fluoride to help prevent decay. On sale, it's about $1 a tube so not worth the work of making it yourself.

in los angeles, we mix baking soda and peroxide into a paste then finish off with a salt water rinse.
