The only way legalization works is if we limit family preferences for all immigrants going forward to spouse and minor children only, and get rid of automatic birthright citizenship as have every EU country and Canada. Birthright citizenship is far too abused, PARTICULARLY under laws allowing a citizen child to later petition to bring in their parents. The illegals bootstrap themselves that way.
As to the guest worker program going forward, it needs to be scrapped if there is legalization. The numbers and wage competition will already be too high without it, and as things are, our schools can no longer give quality education in areas where illegals concentrate.
H1B visas may need to raise to a reasonable number like 100,000, however that provision they snuck into this version that would give an UNLIMITED number of H1B visas to people who graduate from the least of our colleges has got to go. We don't want done to the mid-middle class what has already been done to the blue collar workers.
Furthermore, I haven't read the whole thing, but if they snuck in a rolling 10 year 'statute of limitation' on border crossing again as they did last year, pretending it was scuffing the dirt at the border that was the problem rather than the strain on our schools, hospitals and services the entire time they were here, that has to go. That is a ROLLING amnesty.
In addition, the 'Dream Act' if there is legalization needs to go. If supposedly this bill is going to solve the problem, who is this provision and the rolling amnesty for? Sounds like they aren't very convinced.
The screening has to be stricter. ALL twice illegal, including DUIs and all gang members illegally here should be deported.
As for the SS totalization treaty (which was also contained in the Senate bill last year and I expect is in the new bill ), remember that all this time they were saying the SS suspense account was an offset to the drain on our resources. With the SS in such trouble, and with our own people facing reduced health care due to the huge, poor population growth that came above our limits, we can't afford to give up that partial off set. And we ALL know they are going to get back more than they put in in the end, in any event.
If any is given up, it should DEFINITELY be only to those who used their own numbers. Identity theft is NOT a victimless crime.
Plus, put back in the 700 mile fence. Drug smugglers and coyotes are peeing on the sensors Boeing is putting in, and rendering them useless. And also, explain to me why those who were eager to vote for the fence bill prior to the election may have changed their minds. I assure you, if any vote to modify that, the lists will be compared and widely circulated on the internet.
In addition, it is VITAL that they put in a citizen suit provision so citizens can sue for lack of enforcement of penalties just as environmentalists can to insure enforcement of environmental laws.

I don't know what the proposed Mexican Immigrant Amnesty Plan does.
I do think the USA should issue every worker a Social Security card legal or illegal. BUT--- The Illegal card should have an alpha letter at the end to identify what country they came from. This way, USA can keep track of them and they can pay their fare share of taxes like the rest of us.
