i bought a 150 dollar mongoose mountain bike it was shocks in the front and they r not very strong.i bottom out on everything.so my question is:is it possible to replace those shocks with better ones at a reasonble price?

The deal is, you can replace your fork (that's what it's called the front shocks). But doing so will cost you probably more than what you paid for your bike.

A fork will cost way more than that - was it used or a Walmart/Pacific Cycles Mongoose.

You get what you pay for.
