Is there a driver license and registration that is not attached to any state?

Question

I want to own an RV, drive it but never have to return to any state to get a new license or registration. For the next couple of years I want to live in all the states for no special length of time. I want to to be a United States (48) traveler.

Register where the rv was purchased. Only a diplomatic license is otherwise.
