I have the same problem with mine, she will only pee and poop in her pen ( which has the door open, she walks into, circles and scoops ), i don't think its a bad thing at all, some owners take there dogs for a walk to empty them, and come straight home, it doesn't seem fair to a dog they must be holding themselves as long as they can to make the walk longer because they know that there owner will return home once the deed has been done. your pup will go in an emergency, its just in school/church halls during puppy training that its a worry, but every would understand it there was an accident. PLEASE DON'T FORGET THAT YOUR PUP is a pup, there is no hurry for anything, let it enjoy its puppy hood and you too, who cares if it can sit, stay fetch at so many weeks, most can do it by six months anyway and there is no prizes for the best pup.
if you really want it to wee outside then take it out when its full of water and treat it when it does the biz, but it makes no difference.

To make your pup do his business on walks you have to get up early in the morning and take him for a walk before he has chance to go to the loo in your garden or wherever he normally does it.
That way he'll have to toilet on the walk as I am sure he'd be desperate after the whole night! When he wees / poos give him a little treat.
He will eventually associate his walkies with going to the loo and should have no problems.
I think it's just persevering and lots of praise and encouragement.

4 hours is a long time to walk a 3 month old puppy. do you bring water for him drink? if not, then he can get very dehydrated. also, some dogs get comfortable peeing in a particular area, and won't go anywhere else. my puppy did that for the longest time. just have patience, and maybe just take him on short walks for a while. soon, he'll be marking his territory all over. just make sure you fix him if you aren't breeding him. it helps the humping and marking, 100% (for mine). good luck, and make sure he's getting enough water!

Most puppies are reluctant to wee when they are on strange ground. It's instinctive not to leave a trace of where they have been while they are still too little to defend themselves. Once he's older & gained confidence, he'll be weeing for Britain!

When your puppy goes wee when you go home say something like "Good boy sparky! Go wee!" And praise him when he goes. What this is doing is training your dog to wee on command. If your dog is as smart as you claim (Which I have no doubt that he is) he will catch on in no time at all.

There is a bottle of pee smell that is made to train puppies to pee . A drop or two is all it takes to incite the rsponse. Careful reward for good action will train the most ardent pet! Be dressed with the same pants and shoes to garner famialer reaction.

when he actually wee's praise him loads saying the key word 'wee'...so he associates going to the toilet and the word wee. wen you are on a walk, say the magic word!
p.s taking young dogs for long walks is not recommend. keep em short until a bit older...

When you take him to wee---don't make it play time. Get to business...Let him walk around without you dragging him along.Give him time,when he does wee tell him how good he was.Be patient. Pups are more interested in playing than peeing and if its fun he is gonna concentrate on that.

We used to do a little whish whish whish sound when our pup weed and she started associating the sound with the wee so that when we took her out we'd go whish whish whish and she'd wee for us. My boyfriend also tried 'showing her' by peeing against a fence (in our garden I hasten to add)... cute little things aren't they?

it sounds like he has learned that he is supposed to go in the same spot. start verbally encouraging him to go potty when you take him out and when he goes in the backyard so he will learn to associate that encouragement with peeing, and try to use it when you are on walks. Also try taking him as soon as he eats or drinks, and do it in different places, he will catch on.
