Go to the market , get a basket with a bottle of wine, grapes, cheeses , chocolate and sandwiches. Get a blanket and surprise her with a picnic by the water. You can even afford flowers !
Nice places cost a lot more than &20.00 a person. You might be able to get a plate of food for each , but forget about a glass of wine, soda, coffee, dessert or even the waiter's tip!

I would highly recommend SeaSea and Company that is in Occaquan, Virginia, right off of rt 95, right across the Potomac river. Their # is 703-494-1365 and address is 201 Mills Street, Occaquan, VA. Occaquan is less than 20 min. from the beltway and if you haven't been there, it is a quaint town, similar in many ways to Old Town Alexandria, but not nearly as expensive. Yes, you can walk along the water, you can even get down to the water. Many little shops and antiques. If you want to spend no more than $ 40 I would suggest you make an afternoon of it rather than an evening. You would see more and if it is a nice day, this is really a cute town to walk around. I like the suggestion to go to Occoquan. Another similar option is to drive to Annapolis. There, you can go to Cantler's Riverside Inn and sit outside on Mill Creek, overlooking the sailboats. You can order crabs, and honestly, we did that last summer and did NOT exceed $20 a person, but then we're not huge drinkers. The crab soup is delicous, as are the salads. I don't think the entrees are more than $20, and most are more like $15.

I agree with the first answer. I was going to suggest places along the Georgetown or even Alexandria waterfronts however for under 20 bucks it won't be romantic. You might be able to get a plate but you'll have to forget the wine and dessert. Sorry buddy.

riverside grill is a nice restaurant on the water in georgetown. it's not too expensive, but i think it will cost you more than $20/pp.
