This is what the EU does through the so called CDM projects
(Clean Development Mechanism) but the chinese do a lot on their own... actually 70% of the reduction below BAU (Business At Usual=baseline scenario) are from their own work and financing.
The main reason in China is still the very low price of the chinese hardcoal which is more able to produce the electricity at very low cost required by their industry... but pollution costs them 7% of the GDP while only 1% is invested in environmental measures. So you see how big the (profitable) margin for improving the environment is.
Unlike the US they do have a target for CO2 emissions... limit to 20% growth for the next 5 years while the GDP will grow by 45%

Actually, I think THEY should convert to green energy themselves. They have a once in a lifetime opprotunity right now: They need more energy plants and if they do it right (meaning green energy plants) they can lead the world in green energy production (learned from their experience.) Since they are well on their way to becoming a world superpower, they now have two possible paths ahead of them: 1) As a shining beacon of hope and prosperity-- an example for the rest of the world to follow or 2) The worlds largest polluter.
If China is smart, they will do the right thing.

It sucks. But the funny thing is that the biggest manufacturer and distributor of solar panels is a Chinese company. And, Chinese automobiles have greater fuel efficiency than American autos.
They're actually fairly green-minded. The problem is that with so many people, they can claim that per-capita pollution is pretty low - which they use to justify things like dirty coal.

Exactly what form of "green" energy to you propose to replace coal, gas or oil fired power plants with. Remember, we are talking about hundreds of megawatts per plant. Provide us with an economically vaible replacement for just one 300 MW coal fired power plant.

that's the reason they are taking over the manufacturing that the U.S.A. did at one time and took jobs but we all say no we don't want that pollution here then Co's move them we say we have no jobs you can not have both clean air and good blue collar jobs. look at Pittsburgh for Ex. they used to make a whole lot of steel and had good paying jobs but now Pittsburgh is pretty run down and the dumb Gov and mayor think casinos are the answer.
