It is an Italian slur, and it is the turkey's tail, not the whole rear end. Look at the shape of the turkey's tail, it resembles a stereotypical Italian nose, and that is where it comes from.

The origin is obscure. Probably started in England in the anti-Catholic period in the early 17th century. In England more recently they call it the "parson's nose". In the middle east it is called the "sultan's nose".
I guess it looks like an ugly nose so they gave it a name of someone they wanted to insult. Nowadays, the insult is lost but the name remains.

It's definitely a slur. I think you could probably find it's origins in protestant Ireland, but I could be wrong. I do know that I have heard it refer to the little tail piece (that nasty looking thing that hangs off)of chickens as well.
