It's not a rule. Some groomers work on commission like that, but others charge a flat rate. They may be paying for "booth rental" at a vet clinic or something, similar to how a human hairstylist would. Some groomers are working on hourly pay. It is always appropriate to tip a groomer if you like them. If it's really that important, you can ask the person how they are being paid.

If you are considering dog grooming as a career, know that it's not about the money... it's about the love :)
