water is great when it's hot. Find a lake and throw a stick, or frisbee for him. He'll love it and it will be nice and refreshing for you too.

Take along a small spray bottle filled with ice water. Each time the pup lays/sits down, spray the pup with a little more than a mist. It will feel cool which the pup will like but it will also be a sort of discipline. I use this technique in all training aspects. It does not hurt or demean the dog but trains them.

first of all what kind of dog do you have?I use to own a English bull dog and their nature is to be fat and lazy and very stub burn at times but when i took her to the park she said hell no i wont go i left her and spoke very firmly and said come here i took about 5,6 steps away from she came then i took 10 or so steps she came i did this for about 1 week after that she couldn't wait to go out and have fun and one more thing watch out some dogs have a real hard time in the heat Ana is not suppose to be out on like 90 degree weather she would get dehydrated way too fast.Oh yeah you can also ask your veterinary about the common nature of your dogs from his experience with the type you have from what his best of knowledge.

Playing fetch inside the house. Playing with mental toys, or mental games. Take some cut up hot dogs and put them into a ice cube tray with water. Freeze them and then give your pup one. It will take some mental and physical energy to figure out how to get that hot dog out. Also the ice will be cooling!

Take him on the walk. You are teaching him that if he protests he doesn't have to go. Puppies need to be leash trained. They are not used to being tethered at first. He will fuss and fight and make you drag him a little but after his fit he will walk with you. Stop spoiling him or he will not listen to any of your commands.

When it's too warm to walk my dog I just wait until evening. It's cooler then and the dog won't overheat. If it's warm for you than it's probably 10 times warmer for the dog. I also try to go at a slower pace if I notice him panting a lot. It is a good idea to bring along some water for the dog too. If you wanted to spend some money they sell treadmills for dogs, but that just seems silly to me.

Well you can bring him to a puppy park and play with him there. Maybe he would be more inspired to go out into the heat with some friends. Also I wou ld play with him indoors. Maybe some fetch is sufficient?

squirt him with some water so he could feel cool dont let your puppy stop you because then lil by lil as he gets older hes not going to do anything at all and why not have him try to chase a treat that he likes maybe that will help
