I know a head of time where I want to go to school. How do I establish residency the quickest and easiest? I don't know anyone in NY. I have aslo been informed getting a P.O. Box won't work. How can I plan to pay instate tuition in NY?

Get an assistantship or a fellowship. Grad assistants pay in-state at most schools.

You have to have a physical address in the state of New York. Most people get away with it by having relatives that live in the state and claiming to live with them. Something to remember is that you usually have to reside in state for a certain period of time before you get to pay in-state tuition.

I'm not sure there is another way to do it. They made the criteria for a reason.
