There are two reasons why you get this error message:

A. You don't have administrative rights on the computer to install the software

Solution: If it is your PC, make sure you log on as an Administrator. To do this follow these steps:
1. Go to Control Panel.
2. Open Administrative Tools -> Computer Management.
3. Open Computer Management from the list on the left.
4. Under System Tools, click on Local Users and Groups -> Users.
5. Find your username in the list that appears, right-click and select Properties from the drop-down menu that appears.
6. Go to the Member Of tab. Check that the Administrators group appears in the list.

If it is a computer you use, for instance, at work then ask them to grant you some privileges to install the software.

B. There is a problem with the installation file.

Solution: In that case, you can either contact the software distributor (in this case Adobe through their website) or try an alternative location.

Check these resources:
http://www.adobe.com/products/acrobat/readstep2.html
http://www.adobe.com/uk/products/reader/
http://www.download.com/Adobe-Reader/3000-2378_4-10000062.html

C. You have an older version of the Windows Installer application.

Solution: download the software from Microsoft website at:
http://www.microsoft.com/downloads/details.aspx?familyid=5FBC5470-B259-4733-A914-A956122E08E8&displaylang=en

I hope one these solution will help you with the problem. Best of luck :)

Error 1406 occurs if you don't have administrative rights or if there is something wrong with the software installer

you can download adobe reader here
http://www.filehippo.com/download_adobe_acrobat_reader/

to acquire admin privileges, follow the advice given here
http://consumer.installshield.com/kb.asp?id=Q108379

you could try Foxit Reader - it's free and loads much more quickly than Adobe Reader - just make it your default reader
click on the installer or zip file
