It means your in outerspace. Like zoned out. "Earth to" meaning like they are calling you from here. You know durring flight missions they always say earth to "name of spaceship" come in. Same concept.

It's indicating that although your body is here (on earth), your mind is somewhere else. Also can be interchangable with the phrase, "Head in the Clouds". So when you see somebody staring off into space, you can use this terminology. Although, I haven't heard anybody say that since 1989.
