I found this:

INGREDIENTS:
1 tablespoon butter
3 tablespoons all-purpose flour
1/2 cup low sodium chicken broth
1/2 cup low-fat or fat free milk
salt and pepper to taste

PREPARATION:
Melt butter in a saucepan over medium-low heat. Stir in flour; keep stirring until smooth and bubbly. Remove from heat and add the chicken broth and milk, a little at a time, stirring to keep smooth.

Good Luck!

Tuna Noodle Casserole

INGREDIENTS
1 (8 ounce) package wide egg noodles
2 tablespoons butter
2 tablespoons all-purpose flour
1 teaspoon salt (optional)
1 cup milk
1 cup shredded sharp Cheddar cheese
1 (6 ounce) can tuna, drained
1 (15 ounce) can peas, drained
DIRECTIONS
Preheat oven to 350 degrees F (175 degrees C). Coat a 2 quart casserole dish with cooking spray.
In a large pot of salted water, boil noodles until al dente. Drain well.
In a medium saucepan, combine flour, butter, and salt. Stir until butter is melted and ingredients are combined evenly. Add milk, and whisk until the sauce thickens (usually it is at the proper consistency by the time it begins to boil). Add cheese to mixture, and whisk until cheese is melted and mixture is well blended. Stir in tuna, peas, and noodles. Spread evenly in prepared dish.
Bake in preheated oven for 30 minutes.

Do you know how to make a white sauce??? A white sauce using whole milk can be used as a substitute. If you have a small jar of mushroom pieces add that to it also for the mushroom flavor. If you want a different flavor just use things like celery salt for celery flavor; chicken bouillion for a chicken flavor (these things added to the white sauce - not all together; just whatever flavor you want). It will work.

With no cream soups, you could just make a white gravy with butter and flour and milk and add cheese and seasonings, that should work.
