Check the track bar. This is very common on Wranglers and is also known as "death wobble." Have somebody rock the steering wheel back and forth while watching the ball joint end of the track bar. If it moves, replace it. The steering damper isn't going to change a thing. What is happening is the entire axle is moving from side to side. Usually happens at around 50 mph. I've also seen tires do this. Check the track bar first. If that is ok, you may need new tires.

1st check the wheels/tires for abnormal wear, mud built up on the rims. Check the balance of the wheels.

2nd check the steering linkage, knuckles, stabilizer, and etc for wear/breakage. My local fire department has a 3/4 ton chevrolet that the front axle will try to walk right wheel, left wheel bouncing down the road. It does this because the steering knuckles are worn/damaged.

3rd check for bent driveline parts.

Take off your doors and watch your tires while going slow and try to trace the vibration back to its source.

The first thing to do is get the wheels balanced, that is the first cause of vibration, if that's ok then have the entire front end checked.
