Yes it is derogatory and at the same time is used for political purposes.
as you know Latin is everyone who speaks a language deriving from Latin, and that includes Portuguese, Italian , French, Spanish, Romanian, etc etc etc
In the U. S. A, ignorant politicians and even the know it all media refer to Latinos (Latins) as minorities or people from the third world.
There are instances where they refer to Latinos as if it was a race, rather than a group of people with different ethnicity's nationality and cultural backgrounds

I have heard and used both Latino and Hispanic.
Whether or not it is derogatory all depends on context.

Personally I think Latino is more inclusive because it includes people who speak languages other than Spanish -- such as Portuguese, French, Dutch, English, Creole and Papiamento.

These other languages are found primarily in Brazil and the West Indies.

No, in fact my latin friends told me and other non-latins that they preferred to be called latin over hispanic. My wife loves to tell the world she's latina.

I hear Hispanic and Latino.I do not choose to intellectualize a word unless it is offensive of which these are not.
