Look closer on the Light. The filter has a band of holes. The rubber sucker on the government nicotine measuring device doesn't cover that band of holes. Thus, Philip Morris can claim a lower nicotine/tar dose. Humans, in practice, cover the band of holes in the filter with their fingers or covering the holes by pushing the filter deeper into their oral cavity.

the filter is thicker in the RED and thinner in the LIGHT. Reds are way more strong.
