I found all sorts of entries for silent, but nothing for silently. Does thsi exist in Latin? If not, how would this be phrased. I need it to be an adverb. Something done aloud or silently.

Clare aut taciter

Clare is an adverb, meaning aloud, clearly, lucidly.
Taciter is an adverb also, formed from the abjective 'tacitus', which means 'silent', so the adverb form would be 'silently'.

I think the word is "taciter". Strictly speaking it is an adjective, but I have come across it in pratice used as an adverb.
Aloud is more difficult. It is normally built into verbs such as "clamare". If it is really loud, then "magna voce" might be used.
