This is not something that can be gotten over with a poem or a few words, but is something she'll have to work through over time.
Let her talk it out, and listen sympathetically.
The most you can do is is suggest that she would have had better relations if she could have, and it was unfortunate that her sister didn't want that.

When we go, we get to review our lives and see all the choices we made and didn't make and what happened as a result of those choices. Bitterness and hate no longer exist after death. There is just love and with that love, understanding. Her sister knows all this now and is no longer mean and hateful. Her sister just carries love now. Her sister looks down on her with love and understanding. Your mother doesn't need to feel guilty. Tell your mother to close her eyes at night and ask for a message from her sister. Tell you mother to tell your sister that she loves her and misses her.

I hope you don't feel bad. My Aunt (now "removed" from the fam.) was arguing with my grandfather, and he had a heart attack. My father had just walked in. He died in my father's arms while he was giving him CPR.
