Congratulations on the upcoming birth of your 2nd child. If your husband is stationed state-side, he may be able to get medical leave to be with you for a short time during and after the birth. If he has been deployed, then unless he applies for and is granted a temporary hardship leave, he will not be able to help you.

Talk to the armed services liaison to see what medical services and child care services you may be entitled to. If you are residing on an Army base, check with the chaplain or other wives to see if there are any community services.

If he is overseas I highly doubt it. I have never heard of anyone being allowed to come home for the birth of their baby. Do you live with him? On base? There are a lot of variables, but pretty much I've encountered many people who are simply SOL when it comes to this sort of thing.
You can always see if you can get some sort of childcare or nanny free through the army.
If you live in MD I'll help you out. :)
I hope everything turns out ok and good luck!

two weeks in the first period of 3 months after the birth as a parental leave bu he has to ask much before not to be deployed at the time...

Not absolutely sure but may if this is a high-risk pregnancy meaning potential for risk of complications for you or the baby and he is not oversees.
Otherwise, I don't think so unless he stateside and has leave time available.

He may get leave if he talks to his commanders, hopefully he's not in Iraq, because they definitely won't give him leave from there.
