To me it means that the guy is interesting in you, and by sending the picture it can mean that he wants to get to know you better.

A picture doesn't mean that he wants to get to know you, thats absurd. You did not say whether it was internet dating, becoz if it is, it means that he wants to judge whether you are physically attractive or not. Saying that he likes you allows you to part with a picture without any fuss. Life sucks.
