Removal Solution
Materials:
clean 5-gallon plastic bucket
22 oz. bottle wallpaper remover
1/4 cup liquid fabric softener
1 cup white vinegar
2 Tbs. baking soda
three-headed perforation tool
3 gallon pump sprayer
long brush
thin plastic sheet
Steps:
Mix all ingredients in the bucket. It will be good for 15 to 20 minutes, so use immediately.
Go over the papered wall with a three-headed perforation tool. Cover the entire surface area.
Use the pump sprayer to cover the area with solution. Give it three quick coverings to ensure that you've used enough.
Cover the area by brushing on a piece of thin plastic. This area can remain covered for 10 minutes to at least three hours--it won't dry out. When you are ready, remove the plastic sheeting and tear the wallpaper away. It should come off in sheets.
Use this solution to remove wallpaper adhesive as well. Simply allow to set for a few minutes, then scrape away.

i think a cheap steamer from lowes , etc, works the best. I would not use the scorer(comes off in small pieces). the steamer loosens the top layer and can sometimes pull off large pieces and then go back and steam the bottom layer and it comes off easily. this may have been a certain type paper. I didnt have much luck with the mixes and spray, but the steamer was great. any way you do it, it's work.

Wallpaper that will not pull loose can be sprayed with vinegar and water. This helps loosen the glue and don't worry the smell will go away shortly.

The fasted method would be to simply sledgehammer the old drywall down and hang fresh drywall.
Be sure to take anything hanging on the wall down before you start swinging!
