Dogs wag their tails for many reasons.

-When they are happy or excited
-When they are nervous or anxious
-When they are frustrated or agitated

Some dogs even wag their tails when they are attacking someone. A wagging tail is not always a sign of happiness or friendliness.

I think they certainly wag their tail when they are happy, but my yellow lab will wag his tail when he is being scolded. I think some people always mistake a wagging tail for happy, but it could be aggravation also.
