No. Only a 10 bullet mag is legal in California regardless of what the standard is. If you had purchased the gun prior to the 10 bullet max limit you'd be ok.

Your glock 17 will come with only a 10 round magazine. It is illegal to get a new magazine with more than a 10 round capacity.
