Basically, the Federal Bureau of Investigations serves to protect and defend the United States against terrorist and foreign intelligence threats, to uphold and enforce the criminal laws of the United States, and to provide leadership and criminal justice services to federal, state, municipal, and international agencies and partners.

Actually the FBI is mandated to investigate federal crimes inside our borders. Not outside. They expanded in the 70's to deal with terrorism that affects things inside the US. The seperation of the FBI and the CIA are because of the mandates. CIA is supposed to deal with threats abroad while FBI is to deal with domestic threats.
