Its not strange at all. Maybe she just hasn't met the right person that she wants to be in a relationship with. She might have crushes on guys and is too nervous to do something and she could have been asked out and said no. Either way, its her life and if she's happy with it then you should be too.

On one hand I say, don't rush her. When she's ready, she'll have someone that's right for her.
On the other hand, is she interested in meeting a man? Is she ready to have a boyfriend? If the answer is yes, then it's so simple. Take her out to the club or on vacation where there are plenty of men.
