There are many electronic devices that you can purchase. These boxes are harmless and unnoticeable to the human ear but every time the dog barks it sends a special signal that causes extreme discomfort to the dog. This isn't cruel because the dog will learn that if he doesn't bark he won't feel any discomfort. You can anonymously place a device on your side of the fence and the problem will correct its self without your neighbor even knowing. www.barkingdogs.net will give you an example of one of these devices. Dogs that bark at nothing are almost always yelling "I'm Bored!, I'm Bored!"... They will bark at anything that moves, and every sound they hear.
If your neighbor is booting it outside because they have no interest in it, or they go to work and leave it outside there's not much you can do. It's their dog, their training responsibility.
One thing you might try, especially if they leave the dog alone; Go outside with a big pot and a wood spoon. Stand by their yard and don't do anything to attract it. When it ignores you and barks, whack the pot loud with the spoon, so it breaks the dog's concentration. Do this over and over, not drawing any attention to yourself, other than when it barks, you bang. Hopefully it will figure out that bark = BANG!.. and knock it off.

You could try to talk to your neighbor, and ask if they could keep the dog inside during the day.
I have always thought that the upfront approach is better, then if they don't do anything to help the situation you could go to someone higher. Remember they are your neighbors, and it is a good idea to keep them happy.
Hopefully I didn't just answer one of my neighbors questions, I have a dog who is kind of loud. Would hurt a fly but has a pretty loud bark.

I'd call the cops and make a complaint. I have a neighbor who always let their dog run loose. It would come into my yard and whiz on everything. Luckily they either got rid of it, or it ran away.
Usually people who don't care about their neighbors will let their dogs bark without calling the animal in, these are the people I will not confront with this problem. Because you'll get no where with it. Let the cops do it for you.

just go over and tell the neighbors about the problem and the problem that you have with the dog barking at nothing. Just explain to them the problem and maybe they'll fix it.

the poor dog is most likley bored to death with nothing to do. I'd call the police and complain until they come over and tell the neighbors to keep the dog quiet. If they don't animal control can take it away and hopefully find it a new home where it will not be bored out of it's mind!

Tell your neighbour about obedience training, give them an ad for a bark collar... Find out if you have a noise bylaw in your town and call animal control and get them to go over and talk to them. The dog is likely bored, you could go over and offer to walk their dog for them, so that it gets more socialization, more exercise and can see on the other side of the fence, everything that is going on in the world instead of wasting away and not experiencing anything at all..

The dog must be barking for a reason.Myabe it's scared or lonely.The neighbour will have to find out what's causing the dog to bark then sort it from there

There is usually a law against allowing your pet to cause a disturbance such as barking. There are also local laws in some municipalities that prohibit pet owners from leaving their pets unattended outside for more than a certain number of hours per day. My recommendation is to first talk to the dog owner, and if that doesn't produce results, then go to your government.
