They could be Milia. When you touch it, do you feel a little hard bump? If yes, then a doctor can extract it easily. If it is not, it could be syringoma. Syringomas are benign tumors which have to be cut off, lasered, etc. They can and often do come back. I have both conditions. My milia is from using rich eye creams (which I have stopped) and the syringoma I have had all my life. There are other conditions which cause bumps under the eyes but these two are very common.

Are they tiny, hard, white bumps? They could be millia. Millia are from sebum (oils in your skin). Many people get them around their eyes but can really be anywhere on your skin. Don't try to squeeze them out, a dermatologist or an experienced esthetician can remove them for you. If they are not tiny, hard, white bumps then explain a bit more.

The little bumps under your eyes is actually caused by overmoisturization - the eye area is very different from the rest of your face so most likely you are using a general face moisturizer around your eyes. You should only use eye creams in your eye area.

the area around your eyes are dry, may be due to tiredness. Run some water around the eyes when you take showers. 30 seconds of moving water will help a lot.

Those bumps are like moles my doctor said. You can have them taken out. As soon as I move out of this place I am going to have mine taken care of.

I have always heard that they are cholesterol cysts. Although harmless, they can removed by a dermatologist.
