The manner of law enforcement in your community is largely a political issue. Only when there is a mandate for law enforcement to act might there be a cause of action for their failure to do so. If your local law enforcement agency is not meeting the needs of the community, then it is up to citizens and the local government to take steps to hold the department or its managers accountable.

Enforcement of the law is largely a political issue. If they are "inept", then the first step might be to discover WHY? Is it management? Is it an inability to attract good, qualified employees due to poor salary, benefits, or working conditions? Is the supervision lacking? Is the support from the community or government?

Start asking questions and encourage involvement by the community and the city to help solve the problem.

In most cases you can not sue the government as they have special protections from litigation.

You simply can't have everyone going around suing the government and for good reason.

There are other legal & political remedies for such matters and in some instances individuals can be sued but even this is very rare.

By law the police are not obligated to do anything for you. No, there has never been such a ridiculous law suit and won't be.
