tell me what are best cities in south korea to visit and why they are good ( means for what they are good ) also some hotels that aren't too expensive .

Busan is the second one and near the beach

I recommend you to go Jeju island. I went there last year and I felt it's fantastic place to take a rest. there's a nice beach and mountain and park and so on.. If you let me know your estimated amount for hotel for one night, I can find some place for you. actually, i'm a Korean living in Seoul:)
